That's not a tracker notification.
It’s some advertising.
Specifically, some advertising crafted using words intended to cause a fear reaction. HACKER! VIRUS! INFECTED!! and so on.
These ads are usually offering an unnecessary and problematic app completely unrelated to what the advertisement claims was detected, too.
Clear the ad, and enjoy the rest of your day.
Clues that this stuff is lying, and not from Apple: use of trigger words including “hacker” and “virus”. The use of a countdown, with a threat. Bad grammar and punctuation, too. Oh, and tracking devices don’t grant access to your gear, and don’t directly provide your identity.
