App Installation Restrictions — ABM Apple ID on Device Not Enrolled in MDM

Hello Apple Community,


I'm seeking clarification regarding app installation restrictions related to Apple Business Manager (ABM) and Mobile Device Management (MDM).


We have an Apple ID that is properly enrolled in our ABM. However, the device where the user signs in is not enrolled in our MDM. When the user signs in with their Apple ID on this unmanaged device and attempts to download apps, they receive the following message:



"Due to restrictions set for this device, this app cannot be downloaded. App Store – Apple Business."

My questions are:

  1. Is it mandatory for the device to be enrolled in an MDM solution in order to install apps associated with an Apple Business Manager Apple ID?
  2. Or is this restriction applied simply because the Apple ID is linked to an ABM that has an active MDM associated with it?
  3. If we create a separate ABM account without any MDM linked, will users be able to freely install apps on unmanaged devices using Apple IDs from that ABM?

Managed Apple Accounts cannot purchase apps, even free ones. In order to install apps on that device, it will need to be enrolled in MDM or the user will need to use a personal Apple Account.
