Tring to setup Passwords according to instructions, but I don't see the "Apps" icon in the Settings left-side navigation panel. No clue. Thanks

What instructions?
In the Settings app, some of the relevant settings are in General > Autofill & Passwords.
You will find the " Passwords " application in >> Finder >> Go > Applications
This is a standalone application introduced in Sequoia
As for setting it up
Use the link provided one of my fellow contributors
This is in System Settings > [your name] > iCloud. You should see the Passwords tile there or you could click on Show All.
