I have historically used my desktop for managing my itunes. I have downloaded itunes app on my laptop ( windows) and signed in to my account but I am unable to find my library.

If this is a new computer, and you don't have an active subscription to iTunes Match or Apple Music, then that is to be expected. What you should see is any unhidden purchase history.
