Why does Compressor not allow MPEG-2 encoding at 30 or 60 fps?

The MPEG-2 standard supports 8 different frame rates:

23.976
24
25
29.97
30
50
59.94
60

However in Compressor, encoding to MPEG-2 does not permit encoding at 30 or 60 fps, only the remaining six frame rates.

WHY?
