How to obtain carrier bundle from Apple?

Not much to build an answer around, unfortunately.

I’m guessing that a private cellular network is involved.

More generally, network settings can be downloaded from your carrier (traditional carrier, MVNO, or otherwise) here: Settings > General > About

If you’re stuck, you can reset all network settings, and re-download.

If you’re associated with a carrier, you’ll want to discuss this with your partner contact at Apple.

If you’re somehow a non-partner carrier, you’ll be generating your own iPhone Carrier Bundle IPCC files. But how those customized IPCC bundles can then get signed by Apple, and subsequently distributed and loaded by Apple?

Yeah, you’ll have to ask Apple about that.

Explain your request. They’ll be able to get you to whatever Apple team deals with new carriers, and that can then accept and sign and distribute your IPCC Carrier Bundle.
