Native iOS/iPadOS backup and restore processes are dependent upon iCloud, or connection to either Windows PC (with iTunes for Windows installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of macOS).
Natively supported methods offer full system backup - consisting of data and device settings.

It is possible to use a third-party App to backup data (but not device settings) to a variety of external storage options - including third-party Cloud services, external media devices and network storage. One App that comes readily to mind is FileBrowser Professional by Stratospherix:

You would be well advised to review the extensive online Manual and help files to determine suitability for your needs.
You have the option of saving a backup of your iPad onto your Mac or PC, but there are downsides to that. iCloud automatically backs up every night, so you always have the latest data saved and risk losing only up to 24 hours of data. Your computer does not automatically update the backup, it only saves what you backup then, which can end up being weeks or months ago because it's hard to keep up with manually backing it up to it. And if something unfortunate were to happen to your computer, you would risk losing that backup. Why don't you want to use iCloud to store backups? That would be the wiser option and plans start at only 99 cents.
Hi MelloHippie
You can backup with Mac or PC. And from the computer you can move the backup to external disk.
Or you can do it just like you put into the iPad's USB-C external disk and drag the files / photoes / documents to the disk.
Happy to help!
