Unable to share my location in Find My app without two-step verification

So I had someone share their location with me today and I was going to share mine with him. But it won't let me, unless I move to Two Step Verification. I have not moved to that, as I do not like that. Previously, my wife & I each shared each others location and it let me do so, without turning on Two Step Verification. How can I add another person to share with, w/o turning on Two Step. I am so angry at Apple (and other companies) trying to dictate how I use their products!!!!!

The reason I do not want Two Step is I have heard/read about too many people being locked out of their accounts/devices due to issues with this. This is not the case just using Apple ID & Password!!!
