How to install application with age limit for child with parent consent

Hello - there are applications with age limit (like 13 years for WhatsApp, Signal, etc. in EU). Official Apple webpage says such apps CAN be installed with parent consent. However, child iPhone with lower age Apple ID will NOT let install the application, resp. will not let ask the parental approval, why? The download button is grey. Any advice?
