Device Limit Reached on card - only on one device

I’m trying to add the Korean transit card Tmoney to my Apple wallet. In order to do so, I need to add a balance on the card in which it prompts me to scan my Chase card (which is already set up in my Apple Pay). I scan my chase card and it tells me that I have reached the device limit for this card, and that it’s on the max number of devices.

I reached out to Chase and they said they could see my card only associated with one device, which is my iPhone. They said it can be on up to 10 devices so I know it’s not an issue with the bank/card.

Can someone let me know how I can fix this?

Ok, just making sure. Here is the Apple Support number, but be prepared for them to say you need to contact the card issuer, since it is not Apple that approves or denies a card when added.

It may be an issue with T-Money if the Chase card is not one issued in South Korea according to other users who have tried:

T-Money integration doesn't support foreign credit cards (according to the press release, "in order to add money to the T-money card from Apple wallet, such as top-up or automatic top-up, you must have a credit card or debit card issued in Korea."
