Apple Music playlists not downloading on Apple Watch after iOS update

After updating both iPhone and Apple Watch iOS. Music playlists now will not comprehensively download onto watch. A song here and there. yet the error message is that to fulfill the issue watch must be connected to internet and charging. Every day I connect and charge to full with no success.

Furthermore, on the Apple Watch app on the iPhone it states I have 7 playlists, but only 3 are showing.
