Dim flashing lights toggle no longer works after the update moved it to accessibility shortcuts

I can no longer control the dim flashing lights option, which is no located in accessibility shortcuts. This option, which randomly turned itself on in the past, now is always on regardless of where or not I have it switched off. It cuts my screen out for a second every time the screen goes from dark to bright which makes videos infuriating and certain games impossible

Wondering if you may also have settings in place for the particular apps you use.

or

Whether you can turn particular app settings on or off to regain control.

Apple support's article: Customize visual accessibility settings for specific apps on iPhone - Apple Support

Eg: says:

"You can choose different color, text size, and motion settings for certain apps or for the Home Screen and App Library.

  1. Go to Settings  > Accessibility > Per-App Settings.
  2. Tap Add App, then choose an app from the list (or Home Screen & App Library).
  3. Tap the name of the app (or Home Screen & App Library) to access its settings."
