On my iPad I have a contact list named "All iPad". This list does not show on my MacBook Air or my iPhone. I have exported this list to my iCloud Drive, but how do I delete the list from my iPad?

This is the list of contacts saved to your iPad, because some of your contacts aren’t on iCloud. They are inaccessible on iPhone and Mac because they are saved to your iPad. I don’t think you can delete it
You would need to delete them one by one. Or, if you have successfully imported them into iCloud, just leave them, which is what I would do. The Contacts app will link identical contacts so that they only show up as one entry in "All Contacts."
It doesn’t look like all of them are uploaded since the all contacts number is bigger than the iCloud Contacts
