I have an iPhone 13 with the latest (18.6.2) iOS. When I try and watch Rogue One on my Disney app (which is also the latest version) the screen is so dark I can barely see it. But older content, like clone wars, is fine. Disney+ support says it’s because the phone cannot handle HDR content. This recently started. Is there a setting I can change on the phone to make this work again?

That's ridiculous of Disney to tell you your phone can't play HDR content, when it most definitely can. I don't know if the Disney app itself has settings for HDR, but the phone itself is most definitely capable of HDR content.

Thanks for your comment but that doesn’t really help me solve the issue I am having. It does seem related to specific and newer Disney content and my phone. Other iOS devices (my iPad which is older but running the same iOS) do not have an issue like this.
Sorry, it wasn't helpful, but there is no reason why your phone would have an issue with HDR content. Certainly the update didn't cause the issue. If it had, it would have for everyone and this forum would be flooded with people complaining. But it's not.
You didn't answer my question about checking if the Disney app itself has settings for Video Playback Quality?
I would try what IdrisSeabright recommended and delete the app, then download it again.
I'd also do a Forced Restart on your iPhone --> Force restart iPhone - Apple Support
its just really weird. I was hoping more people experienced this and could help me figure it out. I can reproduce it at will but i can’t figure out what needs to change. It’s not black, it’s just so dim that I can barely make it out and yes my brightness is turn all the way up.
Yes that is what I am trying to say. It is newer content. I can watch old content without a problem but the newer content has something different about it (HDR) that makes it so the phone cannot display it correctly. Disney says the newer content is HDR. So how do I tell the phone what to do with that content?

If other content you can see on Disney+ displays as expected, it's logically this movie and that's on Disney, not your iPhone. The phone is showing what it is receiving from Disney.
You'll need to contact Apple directly. HDR is enabled on your iPhone and there is no setting which can turn it off. I still believe the issue is with the Disney app, not your iPhone.
