Well, that's really weird! By "They are still in Photos.," do you mean that these pictures can be seen in the Library view and also in the Recently Deleted view? The same picture can't be in both places, so I wonder if you're seeing duplicates. You might try adding a caption to a picture in Library, and then restoring its doppelgänger and see if it has the caption.
Or am I misunderstanding? Do you mean that the pictures are, at least, not permanently gone from Photos, yet? If you're only seeing one copy of each, then you should select them and recover them before they disappear!

The recover menu is under the More (•••) button at the bottom right. Pictures are permanently removed form Photos and Recently Deleted after they've been there for 30 days. You should see their remaining time under each picture. There is no extra safety.
You may have accidentally selected and deleted them-- it's easy to do with a touch screen. Or, does anyone else have access to your iPad? Do you use iCloud Photos and share the account with anyone else? Do you have a cat?
