Can't increase cloud storage with out using iphone

Try this If your iPhone won't turn on or the screen is black - Apple Support

If that doesn't work, it is too late to backup her device.

It would be possible if there was another Trusted Phone number that had been added to the account to receive the verification code, but you cannot add one on an account if the only Trusted Device cannot be used. When there is another Trusted Phone number on the account, you would see the option to use it when you attempted to sign in with a link that said you did not get the verification code.

If the display is broken to the point that you can't sign into the device it's unlikely you'll be able to back it up now even if you have sufficient space in iCloud.

Backups need to happen before something goes catastrophically wrong, not after.
