Downloads in iBooks removing to iCloud

I store many PDFs in my iBooks app. I have always removed them to iCloud when I have finished with them. I don’t want to delete them but there is no reason for them to be taking up space on my phone until I need them again.

Lately when I remove the PDFs from downloads to my cloud..They come back. Next time I open iBooks there they are in the download folder again. I have removed them numerous times.

I do have folders that collect these various PDFs according to what they are but that has never been an issue.

I download the ones I want and when I am finished I remove (not delete) the download.

I have plenty of iCloud storage left. What is going on??

iPhone 15 ProMax all current with updates.
