Apple Watch SE 2nd Gen Wi-Fi and Cellular not tracking Move and Exercise rings, stuck on bootup screen, and Fitness settings turning off

When I wear my Apple watch, I usually like to check my fitness rings. However, it seems to either not track Exercise rings some days. The forst thing I would do would be to restart my watch, as it usually worked. However, restarting my apple watch leaves it on an apple logo for hours, even though it has told me on my phone that I have unlocked it. If you are pressing the buttons/ crown, system haptics play but the screen stays the same. When the bootup screen finally disappears and I can use my watch again, instead of a watch face appearing on the screen, it is a loading screen with the clock app logo in the middle (attachment 1). I am able to open the app library, but now my notifications and control centre do not open.

This fixes itself after a while, but it doesn't track fitness as before.

I have an Apple Watch SE 2nd Gen WiFi and Cellular and I have factory reset it multiple times to fix this but every time it dies and gets battery again or gets turned on and off again this problem happens.

Another problem happening is that Fitness tracking on iPhone watch settings turns off by itself lots of times causing lots of problems
