When I changed to IPhone 16 Plus and IPad Air3 everything transferred to the iPad. In my phone, all the subfolders are there but half of the folders are empty. I tried all the suggestions with no success. Any ideas?

What exactly does "I tried all suggestions with no success" mean/include?
I read a file on the IOS 18 update not transferring the subfolders-I think mostly with ICloud mail. I think that discussion has been closed which is confusing as IOS 18 is pretty new. I tried all of those suggestions to reload my saved emails. All the subfolders are there but only have of them have the contents. The iPad completely transferred.
