I bought a sealed MacBook m4 from an authorized dealer but once the seals were removed the MacBook was completely empty, could this ruin the battery?

While unusual, batteries ARE shipped with fairly low charge states for safety reasons.
Perhaps yours was in-transit longer than most.
Charge it up and observe.
If you have any concerns, don’t loose track of any return window your reseller might provide.
Look in System Settings > General > AppleCare & Warranty:
If the expiration day and month are more than 2-3 weeks early from the day and month you set it up, then you need to chat up the seller. Usually devices from Apple-authorized resellers do not have an issue but it is easy enough to check.
On Apple devices I have web-ordered directly from Apple, the expiration date is almost always keyed to the date the computer left Apple's control (i.e., handed it off to a shipper) plus one year.
No device that I have purchased directly from Apple with a battery had a low or charge depleted state when I received it. That MacBook M4 may have been in that authorized dealer's inventory for months and the charge state would be depleted if enough time had passed since it came from Apple or another reseller.
When fully depleted, it will take quite awhile on the M4 charger before you begin to see charge accumulate.
