I have a secondary display that works fine on the login screen and one of the users on the computer. But for one particular user the screen cannot be used. It has worked fine for this user in the past.

I recently had the second display that worked for some users but not others.
You 'might' have the same problem so just in case, the solution I found was:
In System Settings, select:
Desktop & Dock/Mission Control/Displays have separate Spaces
You need to logout/in of the account for it to be effective but the menu and dock appeared on the second monitor which didn't happen before.
This has to be done separately for every User account that's not working (or even all?)
If it only not works for this particular user the user account is most likely corrupt, you might want to create a new user account for this user
That was my first thought...but figured I would toss this out there to see if somebody else knew something.
