How do I stop FaceTime from adding +52 to all calls on iPad Pro?

I've double checked the region is USA, I shut off and signed out of both FaceTime and apple id, and the ipad doesn't seem to have caller assist. Every number or contact i try to FaceTime, +52 gets added to it when I press FaceTime button. Has anyone been successful in repairing this glitch?
