Unable to agree to terms during macOS installation on MacBook Air

I installed a new ssd, did a command R, it went through about three iterations, 10.7, Catalina, and then something else. Can not get to where I can check what it is attempting to load. On current boot, it appears to be Music, not iTunes. Problem is it asks for country, language, Appleid, then it asks me to agree, and the agree box is not highlighted, even if I scroll through both lists. The only box highlighted is back. Am I attempting to load too new of an OS? Have fun

This problem happened with me too and I made one thing

before the page of the agreement appear it asks you about your apple id and password so when the page of the apple id appear choose "not now" and then the agree box will be highlighted and after all the setup process go to "system preference" and sign in to your apple id .
