Apple Intelligence system preferences pane not showing

This issue has been plaguing me for months. When I open System Preferences and click on Apple Intelligence, the pane is blank:

I have rebooted, started in safe mode, reinstalled MacOS, multiple times. I'm using Sequoia 15.6 on a new 13in MacBook Air M4. When I click the pane, I get the attached error log for SiriPreferenceExtension in Console.
