Why is Apple blocking my email

I recently exceeded the 5GB limit on my iCloud storage, and I was surprised to find that all my incoming emails were blocked. This included important messages regarding car registration renewals and credit card statements. I was shocked that Apple would take such action. As a result, I had to pay two late fees for my car registration. Fortunately, after I explained the situation to Bank of America, they removed a late payment from my credit card. Is this a fair business practice?
