MacBook Air 2019 forgets desktop arrangement after restart

Why does my 2019 MacBook air 13", Sonoma 14.7.8, forget which apps or documents or windows were on each desktop after restarting? I use several desktops to organize my work by project, working on 7-10 projects at any given time. After restarting, everything is opened back up, but almost everything is on 1 of my 10 desktops, and I have to sort everything again. Also, I always have email, WhatsApp, and messages on desktop 1. But when I either restart my laptop, or if I close Mail then relaunch it, it opens up on Desktop 8 for some unknown reason.

Thank you very much. My 2019 MacBook can't upgrade to Sequoia, but I just purchased a new one a few days ago, so hopefully my problem will disappear. I haven't decided what I will do with the 2019 model with the older MacOS, so I appreciate the referral to Moom and Stay. I tried CurrentKey Stats app, but that didn't resolve the problem.
