How to remove unidentified Restrictions preventing Apple News from opening?

I have a valid subscription to Apple News+, but when I try to open the app I get a message headlined “Restrictions Enabled” and instructing me to turn Restrictions off. I am unaware of any such restrictions, I’ve checked all possible settings and, in the absence of a description of the specific restriction identified by my attempt to open the app, I am at a loss as to how to proceed. Using iPad Pro running latest OS.
