is there a way to black block an area of a clip in the timeline?

square, rectangle, circle, and/or oval?\

Yes, although it's not exactly straightforward.


Find or create a censor image shape (lots are available on the internet). Then using the PIP feature and keyframes in iMovie you can use it as an overlay to censor a portion of the video frame. Here is a video that explains the technique. Also a link to the iMovie Guide chapter about PIP (picture-in-picture).
