You are running an older version of macOS which had a different look & layout....and where it was called "System Preferences". Beginning with macOS 13.x Ventura, Apple changed "System Preferences" to "System Settings" to follow the look, feel, and behavior for the Settings used with iOS on iPhones & iPads.

FYI, some Apple articles may allow you to select the OS version with a drop down list box at the top of the article so you can select your version of macOS. Otherwise Apple's articles will pertain to the most currently version of macOS which at this time is macOS 15.x Sequoia. Unfortunately Apple removes older support articles without archiving them. You can look at support articles for older versions of macOS by using the Internet Archive.

Also, these days it is usually easier to search for an item using the "System Preferences" or "System Settings" search box since Apple has moved a lot of preference/setting options around multiple times over the last few years.
