Unable to pair iPhone 7 with Apple Watch due to conflicting software version information

I can't create a pair between an iPhone 7 and an Apple Watch 5. The iPhone screen says that the watch needs to be updated to the latest software version. However, the watch's settings indicate that the latest version is already installed. How can I connect them?
