Apple Gift cards are useless, you need to be able to convert them into Apple Pay, I have a gift card I can not use and I’m out the money for the item I wanted to purchase online. I don’t know what I’m going to do now, I’m so upset about this whole thing.

You can use your gift card at Apple.com or in the Apple Store. Gift cards cannot be converted to cash.
I don't know of any vendor gift card that can actually be used a cash as such, only for purchasing what a vendor has to offer. That's the way gift cards work. Apple Pay is like flexible cash but gift cards are not.
It is illegal to convert ANY Gift Card into cash, which would be the case for a conversion to Apple Pay like you suggested. The US Federal Government considers that money laundering. You will find the same the same to be true for the Google Play Gift Card, or any other retailer or restaurant Gift Card.
Apple does comply with all regional laws regarding Gift Cards, so it is your region that does not allow it. This must be the first time you have used any Gift Card. Now you know.

For what legitimate purpose?
You already had the cash before you used it to purchase the gift card.
If you’d like to use cash via ApplePay, that’s the function of AppleCash.
