I have tried highlighting the entire message.
Don't do that. Don't select anything, unless there is a specific excerpt of the message body you wish to quote in a reply, which will be the only part quoted. Even selecting white space (nothing) will result in nothing being quoted.

I have tried highlighting the entire message.
I have 5 Macs all running the latest OS version, and only one machine has this issue.
How can I make Apple Mail include original message content in replies?
