Syncing podcasts to iPod Nano 7th gen after reinstalling Windows and iTunes

For a couple of years, I had avoided upgrading the version of iTunes I was using because I could sync podcasts on my iPod Nano 7th generation with it. It just worked. I don't remember all I had to go through to make it work--maybe downloaded an older iTunes from somewhere.

I had to reinstall Windows this week and reinstall my apps, including iTunes. I can download audiobooks to my iPod, but now I can't sync podcasts. I listen to podcasts almost every day on my iPod.

I don't have the Apple Music, Apple TV, and Apple Devices apps on my computer.

A couple of years ago I had a similar problem (I don't remember the specifics), and I found a solution in Communities after exhaustive searching. Now I can't find any information.

Please help.

I should have mentioned: When iTunes is running, I get this message:

Automatic file downloads

iTunes is downloading from iCloud Photos.

Learn more in Settings > Automatic file downloads.

I can click the Cancel download button, but it starts again when I start iTunes again. And what's with iTunes downloading photos, anyway?

I can't find a Settings section in iTunes. It has Preferences, and it has an Automatic Downloads part. But it's all grayed out, and it only has check boxes for Music, Movies, and TV Shows.
