Markup shapes movement "snap to" makes placing arrows properly difficult

For about a year now, something has changed in the iOS Photos app when using Markup to place shapes on photos. I often will want to place an arrow on screenshots when giving tech support to help direct people to things.
But now Markup doesn't allow you to place arrows effectively. The new snap to feature of arrow shapes doesn't allow me to slightly offset arrow angles when I get close to one of the 90º angles (left, right, up, down). A slight offset makes it easier to distinguish the arrow from the rest of the picture, which helps users notice it and follow that direction.
We need a way to turn this feature off.
