I'm using JIS standard keyboard without no problem to type English, though some of the characters are located difference places such as CTRL, @, caps.
You could order US keyboard MacBook Pro online and pick it up at the retail store in Japan.
Yes, the Apple online store in Japan sells machines with these keyboards. US is standard qwerty, UK is British qwerty with the European ISO format (extra key next to z, vertical enter key)

This appears to be the standard Japanese keyboard layout. As you can see, this (and all Apple keyboards) also has English glyphs so that you can type "Apple.com":
