Command + Tilde not cycling through Safari Windows when using International-US keyboard setting

I have found several people asking in community regarding this. Trying to bring all of it together. The bug is annoying - the inability to experiment together to find solutions is even more annoying.


This is a summary of what I have discovered either on my own or through research and some workarounds that do not completely work for me.


Command + Tilde doesn't work with Safari when:

  1. Using International-US keyboard or any other keyboard that uses the tilde (e.g. Portuguese)
  2. When the window has only one tab (it circles through multiple tabs)
  3. When stage manager is off
  4. Started happening with a recent OS update


Nobody has been able to "fix" this that I am aware of. But here are the work arounds that I have proven to work for now which may or not be convenient for people:


  1. Use a US-English keyboard and delete International-US
  2. Have at least two tabs in each Safari window
  3. Keep stage manager on


Installed latest Apple update today Aug 23 2025 and that didn't work.


Any other workarounds?

Thanks, but no, this is probably the first thing we all tried, I even changed it to a different key and it has the exact same problem. All other solutions suggested do not work neither. All other applications circle through the windows, it is only with Safari and it is only for those using some international keyboards. Those of us with the problem have tried a long list of things that do not work. Probably I will post also those things that do not work.

Things that others (and me) have tried without success:

• Reassigning the shortcut in keyboard preferences -- I tried reassigning to cmd + esc and the problem persisted. Some others reported success when assigning another shortcut (do not know what they tried but this doesn't work for me so did not experiment further), but when assigning cmd + ` back the issue persists, cmd + esc issue persists.

• Enabling/disabling profiles in Safari (this issue used to happen with profiles enabled in the past but was seemingly fixed in a previous update) - I personally do not use profiles, so that is not the problem

• Tested with a new user account on macOS (same behavior for me although someone reported having luck creating a new user)

• Using private browsing windows

• Disabling JavaScript

• Checking for other software shortcut keys that may conflict (not the problem)

• Disabling all Safari Extensions (I do not have any installed)

• Changing from ANSI to ISO or back

• For some people it happens even with Stage Manager On (not in my case)

• Latests OS updates have not solved this problem

• External keyboards have the same problem


Most people experiencing this problem say its very annoying (as do I) -- still haven't found a solution that solves the problem for me. None of the workarounds I mentioned above in my original post --although they work and restore cmd + tilde functionality for Safari in my computer-- they do not allow me to work normally.


Still looking for a definitive solution.
