iTunes Downloads No Longer Works. Error 3253 for all download attempts

All of a sudden I can't download any new or previously purchased material from iTunes. I keep getting an error message of 3253. I have reset my router. I have uninstalled all apple info and iTunes and reinstalled iTunes. I tried a different laptop and everything downloads except for the movie F1 which I purchased yesterday. Is there a solution for this? Is anybody else dealing with this?

Windows, Windows 10

Do you have any third party AV software? Have you excluded the iTunes folder from any real-time scanning? Do you see a Downloads folder inside your iTunes Media folder? If so delete it and any content inside so that iTunes can build a fresh one. It may help to press and hold down ctrl+shift when launching iTunes which opens it in its safe mode and may perform some housekeeping. Make sure that your system time is set correctly and that you are not using a VPN.
