Force out of multitasking for incoming text replies on iPhone 15

While im multitasking and a text notification pops up…why am i force out of what i am currently doing to reply to this text…why not have the ability to floating bubble text like facebook messenger on a laptop?…I mean i have an iPhone 15 with the latest update!?
