Only WiFi+Cellular models of iPad have GNSS/GPS capabilities - this being a function of the iPad Cellular chipset. WiFi Only models of iPad have no GPS capabilities with which iPad Location Services can derive location. This fundamental difference may significantly impact your ability to use mapping or other Apps that require accurate/precise location data - in particular if real-time positioning (e.g., a moving map) is required.
WiFi Only iPad models can only “infer” their location from a database lookup of neighbouring WiFi networks for which the geographic location is known, or the geographic location of your public IP address. For static applications in urban locations, where the location of IP public IP addresses and WiFi networks are known, an “inferred” location can be relatively accurate. However, in rural locations, or when using a Cellular/Satellite/VPN connection, location accuracy of an inferred location [if it works at all] may be very inaccurate.
If yours is not a WiFi+Cellular model, your available options are:
If you do have a WiFi+Cellular model iPad, your location might be relevant. GNSS/GPS jamming has become a regular issue in some parts of the world - such as Russia, Eastern Mediterranean, Baltics and the Middle East. If you are located in one of these regions, you might reasonably anticipate seeing issues. In affected regions network-based geolocation services might be similarly blocked by your local authorities.
GNSS/GPS signals are generally line-of-sight, requiring a clear view of the sky to be reliable. To exclude the possibility of unintentional screening of the signal, remove any fitted case from the iPad - and go outside.
If you still have problems, try resettings your iPad's network settings - as this reset has been known to resolve location derivation in some cases:
Settings > General > Transfer or Reset iPad > Reset > Reset Network Settings
Finally, if the issue remains unresolved, a visit to the the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to test and assess your iPad:

Geolocation doesn't work on the iPad, although everything is included
Does your iPad have cellular capacity? In Settings > Privacy & Security > Location Services, is Location Services turned on?
