Watch App Stuck In Pairing Mode

My apple watch series 4 was previously paired to my old iphone with no issues, but when I tried pairing it to my new iPhone 15 it’s now stuck in pairing mode in the app but new set up on my watch. I factory reset my watch and restarted my phone and tried to pair to a different watch but no avail.
