Macbook Pro "Find My Mac" still off after troubleshooting...

I did all the things: Made sure locations services on(privacy) > Find my mac was on(apple acct) > sign-out/sign-in IDENTICAL apple accounts both iPhone and mac > showing "Find My Mac" off in devices and doesn't show in "Find My" app > I've also restarted both devices multiple times > Latest software update > plenty of the troubleshooting don't to know avail
