How can I convert a webpage video to a MP4 or MOV file so I can add it to my photos album and play?

The goto play anything, convert to anything video app is VLC. It ain't elegant, but it's free. They will take donations…

Then there's Handbrake. It may not do as much, but it's lovely, and it's also free.

Thank you - i would like to download utube video taken on my holidays by organizer and would like to watch it on my Photos programme - I tried downloading to VLc but does not accept it - what should I do?

VLC is a viewer. Handbrake is the converter.
