Missing Apple Music playlists on iPad after syncing from Mac

I have an Apple music subscription. I have a Mac with many Music playlists and I have sync turned on. I also have an iPad but some of the Mac's playlists don't show, although sync is turned on too.

If I turn off syncing on the Mac and then turn it back on the missing playlists appear on the iPad but if I change a playlist on the Mac (i.e. reorder the songs) the playlist immediately disappears from the iPad.

I have signed out of iCloud and back in on both devices but the behaviour remains.
