Safari tabs rearrangement not working on iPad OS18.6

Trying to rearrange Safari tabs on iPad OS18.6 using the long hold and drag method. Long hold only brings up a drop menu with other options. Drag is not activated so I cannot move the tabs where I need them. This is in both the tab bar and tab view. Help!
