I labeled several songs or artists as suggest less, yet Apple still plays them even when I hit a playlist.

Suggest Less is only for the music that will be chosen for you by Apple Music to play on your Personalized radio station. Anytime you play a playlist or album, it will play all songs from that source. Choosing Suggest Less on a song in an album or playlist will not skip that song when you play the album or playlist. Apple Music will just not play that song when you listen to your Personalized Radio Station or ask Siri to "Play Music that I like".
