Unable to move mails to folders on MacBook Air Mail app

I'm using an Exchange mail, when moving an e-mail to any folder , it's only moved as blank ,

I tried to go mailbox/rebuild , it's only returning to the inbox with some older deleted mails .

what is happening ?
