Unable to cut & paste in iCloud notes on Windows

As simple as it is stated.

If on a Windows machine and logged into Icloud, you cannot cut & paste in the Notes app.

It's been listed on so many chats in this community, but then they close them off before solving any issues.

It has nothing to do with sync issues, software updates etc. It has been like this for 10 years. It's a punishment for using a Windows machine.

iCloud is mainly for syncing data across various computers and / or devices, and for storing info. back-ups.

Hope there's something useful in finding answers below:

Seems Notes are kept in sync. with iPad, iPhone, and Mac:

(Windows may not have a Notes app to sync. with ?)
