Insufficient storage error when upgrading from BigSur to Monterey on early 2015 MacBook Pro

early 2015 macbook pro with ample storage (592GB) should be able to upgrade from BigSur to Monteray but says not enough storage

Ive followed all suggestions to clear out storage, but still getting message that there is not enough storage when its showing 592 GB available
