Voice to text not working when Siri and Apple Intelligence is enabled

If I enable apple intelligence and Siri my voice to text doesn’t work if I’m moving say in a car or lawn mower. It works if I am stopped. I have turned this on and off to narrow it down to Apple intelligence being the issue. Any tips of how to fix this?
