My old ipad air 1 won't start cuz it need my old german school access to reactive it and the school won't help me so how can I reactive it @obs school

Your iPad still being supervised indicates that a management profile is still present - and that the device is still centrally managed by an Enterprise or Educational establishment. Devices that are supervised/configuration locked by an MDM platform can usually only be released from central management by the platform that manages the device. Be aware that Apple will not assist with removal of management profiles.
Unless you are lucky - and have the option to delete the profile from iPad Settings - you’ll need to seek assistance directly from the System Administrator who manages the device.

You don't. The iPad is managed by the school and only they can allow you to access it. The is the whole purpose of MDM software for management of devices and it would make no sense if the user could remove them.
If the iPad is locked to the school, and the school refuses to help you, that would seem to imply that you don’t get to use that iPad.
